One of the biggest differences in progression between key stages is the complexity and challenge of the text selected.
There is no single way to map progress against key stages. The ICTWAND assessment guide links back to the current National Curriculum, and this should always be the starting point for schools. The guide seeks to build on this, and create a more granular approach. The statements for each phase are a suggestion based on research and pupil observations. They are not set in stone, but provide benchmarks which teachers can use alongside their professional judgement and other forms of assessment such as test scores to help inform them of a child's most important next steps. The guide is designed to promote thinking and discussion amongst teachers, and help leaders to engage in more specific conversations about reading development.
Background knowledge is a key factor in comprehension and this can mask pupil skill levels, as can a range of other elements that are linked to word reading and grammar rather than comprehension skills. This should be kept in mind.
